In 2007, New York Govenor Spitzer signed a law requiring airlines to provide food, water, adequate toilets and ventilation to flights that were delayed longer than three hours. This was a result of passengers of several different flights being stuck on an a delayed airplane for up to six or ten hours with overflowing toilets and no food or water. The airlines did not want this law so they brought suit against the state. The law was reversed stating that only the federal government can regulate the airlines under federal preemption. This was from an article in Sunday's Union Tribune as well as many articles on the internet.
